DAKAR,24 Septembre 2025(JVFE)-En Guinée, le ministre de l’Administration du territoire, Ibrahima Kalil Condé, a annoncé mercredi 24 septembre les résultats officiels provisoires du référendum constitutionnel de dimanche. Le « Oui » l’emporte avec 89% des suffrages exprimés et avec un taux de participation de 86%. Reste à la Cour suprême de valider ces résultats et à mettre un terme au processus référendaire mené sans consensus politique.
La Directrice générale, Djénabou Touré, a présenté de nouveaux chiffres issus du vote de la diaspora.
D’après les données dévoilées, le « Oui » enregistre une avance écrasante dans de nombreuses représentations diplomatiques. En Afrique, le Mali, le Libéria, la Gambie, la Guinée équatoriale et le Sénégal affichent tous une nette majorité en faveur du projet de nouvelle Constitution. En Europe, les résultats en provenance de la France et du Portugal confirment la même tendance.
La dynamique se répète également sur d’autres continents : en Amérique comme en Asie, les premiers chiffres disponibles soulignent une domination claire du camp favorable au changement constitutionnel.
La DGE précise toutefois que ces résultats ne sont encore que provisoires. La compilation des votes se poursuit avant la proclamation officielle des tendances globales du scrutin.
Il aura fallu attendre la nuit pour que le ministre de l’Administration du territoire, Ibrahima Kalil Condé, annonce les résultats globaux provisoires. Avant lui, c’est la directrice générale des élections, Djénabou Touré, qui a égrené les résultats des 375 communes que compte le pays. La direction générale des élections n’a pas caché avoir rencontré des difficultés à faire remonter les résultats, notamment à cause des restrictions d’Internet.
C’est en Haute-Guinée que le « Oui » à la nouvelle Constitution aurait fait ses meilleurs scores, avec 96% des suffrages exprimés dans les régions de Faranah et de Kankan où est né Mamadi Doumbouya. Toujours selon ces chiffres officiels, son plus faible score – 74% – se situe à Conakry qui enregistre officiellement la participation la plus basse – 74% également. Dans la région de Labé, le bastion historique de l’opposant en exil Cellou Dalein Diallo, le « Oui » remporterait 86% des voix, avec un taux de participation de 87%.

Le président de l’UFDG rejette fermement ces résultats. Il n’a d’ailleurs pas attendu les résultats globaux pour dénoncer, dans une vidéo publiée sur les réseaux sociaux, une opération de « blanchiment du coup d’État » et une « mascarade ». Avec ses alliés des Forces vives – regroupant l’UFDG, le RPG, l’UFR, le Model, le FNDC et les Forces sociales – il avait appelé les Guinéens à boycotter le scrutin. Le Premier ministre Bah Oury doit, lui, s’exprimer ce mercredi.
Si le vote s’est déroulé dans le calme, le processus référendaire s’est fait dans un contexte de tensions politiques. Les principaux partis, comme l’UFDG ou le RPG du président déchu Alpha Condé, ont été suspendus administrativement quelques jours avant l’ouverture de la campagne référendaire et donc interdits de faire campagne, alors que tous les dirigeants des Forces vives sont en exil, en prison ou portés disparus.

Suffrage valablement exprimé 2697, soit 98,47%. Suffrage obtenu par le Oui, 2511 soit 93,10%. Suffrage obtenu par le Non, 186, soit 6,10%.
Mission diplomatique Libéria : Centre de vote 2, nombre de bureau de vote 10, bureau de vote prise en charge 10, soit 100%. Total inscrit 4468, total votant sur la liste d’émargement 3073, total votant par dérogation 42. Total votant 3113, taux de participation 61,07%. Bulletin nul, 80. Suffrage valablement exprimé, 3035, soit 97,43%. Suffrage obtenu par le Oui, 2892, soit 95,29%. Suffrage obtenu par le Non, 143, soit 4,71%.
Mission diplomatique Gambie : Centre de vote 2, bureau de vote 10, bureau de vote pris en charge 10, soit 100%. Total inscrit, 4429, total votant sur la liste d’émargement 1593, total votant par dérogation 7. Total votant, 1600, taux de participation 36,17%. Bulletin nul 41, suffrage valablement exprimé, 1559, soit 97,44%. Suffrage obtenu par le Oui, 1003, soit 64,34%. Suffrage obtenu par le Non, 556, soit 35,66%.
Mission diplomatique Guinée-Équatoriale : Centre de vote 2, bureau de vote 4, bureau de vote pris en charge 2, soit 50%. Total inscrit, 1582, votant sur la liste d’émargement 510, votant par dérogation 7. Total votant, 517, taux de participation 32,54%. Bulletin nul 17, suffrage valablement exprimé, 500, soit 96,71%. Suffrage obtenu par le Oui, 403, soit 80,60%. Suffrage obtenu par le Non, 97, soit 19,40%.
Mission diplomatique Sénégal : Centre de vote 8, bureau de vote 51, bureau de vote pris en charge 51, soit 100%. Total inscrit, 23497, total votant sur la liste d’émargement 14692, votant par dérogation 23. Total votant, 14515, taux de participation, soit 62,56%. Bulletin nul, 601, suffrage valablement exprimé, 14114, soit 95,12%. Suffrage obtenu par le Oui, 12166, soit 86,20%. Suffrage obtenu par le Non, 1948, soit 13,80%.
